Basically, the constitution and legislation in Indonesia have made strong and complete regulations on how people gain access to ownership, control or utilization of land. Then, this is elaborated in the Basic Agrarian Law (UUPA) No. 5 of 1960 article 1 paragraph 1. "Land Democracy means the sovereignty of the people as the owners of the nation and state over land, ignoring people's access to land is a violation of the constitution. Why? Because the message of the founders of this Republic is that land is maximally for the prosperity of the people. Therefore, the moral revolution is used for how to restore people's access to land," he said. Prof. Dr. H. Martin Roestamy, S.H., M.H also explained that land for the Indonesian people is a complexity, including family issues, religious, sensitive, magical, self-esteem, future, prestige, social status, and at the same time a place to go home.
